Worker, is considered one of the most complex elements in the production process. Although workers receive lower wages compared to skilled labor, they play a vital role in the economic and production cycle. This is while they are clearly faced with issues such as delayed payment of wages.

What causes workers to usually face difficult living conditions may be understandable with the famous quote of Marx, which says “the worker is always alienated from his own essence”. In other words, he becomes a stranger to himself and immediately after the production process is completed, he is forcibly separated from it.

What is clear is that the worker receives money for the work he does for the employer and has rights and privileges towards the other party that must provide him with the minimum means of living and be determined in a way that is in line with inflation and the cost of living. The lack of this balance has always led to protests and strikes by workers. For example, we can refer to the first workers’ strike in the new year (1403) when the railway workers of Khorasan stopped working. These workers cited the reason for this strike as “not receiving their wages and rights and discrimination in wage payment.”

In the year 1403, while the new wage rate for workers was determined to be 7 million and 166 thousand tomans at the 299th meeting of the Supreme Council of Labor, the inflation rate was announced and the cost of living basket has no correlation with it.

Ali Khodayi, a labor activist, expresses his opinion about the news of a 35% increase in workers’ wages in an interview with the “Khat-e-Solh” monthly magazine: “We must look at the situation from two perspectives. One is the legal aspect and the other is the realities of workers’ lives and the job market conditions.”

He says, “Legally, the legislator has assigned a duty to the Supreme Council of Labor. The Supreme Council of Labor includes the Minister of Labor, three representatives of workers, three representatives from employers, and two knowledgeable and informed individuals in social and economic fields. The duty of the Supreme Council of Labor is clearly defined in Article 67 of the Labor Law and this council is responsible for fulfilling its duties.”

He adds, “According to the law, the Supreme Council of Labor is obligated to determine wages for all regions of the country. Article 41 of the Labor Law states that wages should be considered regardless of physical characteristics, meaning that regardless of the type of work and abilities, the salary should be enough to provide for a minimum standard of living. This minimum standard of living is what experts refer to as the “basket of livelihood,” which, according to labor studies, should be more than 21 million. However, currently, the average wage for laborers is only about 11 million and 200 thousand tomans, which, in my opinion, is not even enough to cover the minimum standard of living, and the rules of the Supreme Council of Labor have not been taken into account. If we look at the past, in 1402, the promises made by the government to reduce inflation and control prices were not fulfilled, resulting in us having wages lower than the law for another two years

God reminds: “In my opinion, the increase in wages has not been appropriate and some of the opinions expressed by the Supreme Council of Employment are exaggerations claiming that the thirteenth government had the highest increase in exchange rates. Surely our society has a better understanding to realize how much prices have increased in the previous government and how much they have increased this year.”

This labor activist talks about the role of organizations in addressing workers’ issues: “In our country, organizations try and truly struggle. Let’s not forget that we don’t have independent organizations in our official system. Our organizations – even those formed by workers – are mostly required to register with the Ministry of Labor. As a result, there is supervision from the Ministry of Labor over them. These organizations cannot be called private or independent. For example, as a representative of the workers in my country, I have risen from my own labor and I am truly elected by the workers of my workshop. But unfortunately, as we move away from the workshop level, the interventions and influences of various groups in the elections make it practically impossible for these organizations to truly represent and have independent activities for the workers. The truth is that today, individuals who try to work independently within these organizations face numerous problems and are easily removed from these organizations, and the government effectively exerts its influence and does not allow any organization to

He adds: “Unfortunately, these problems also exist in other areas of the country. In my opinion, the role of organization is not recognized in our country, not just labor organizations. I have repeatedly stated that organizations should be able to play a role as intermediaries between the government and the people. In all areas, organizations should have such a role. Organizations should be a means to listen to the people. This is actually the missing link in our society, where organizations are not recognized. When organizations try to gain power, the government sees them as a threat rather than an opportunity.”
