Is the repetition of Mahsa Amini’s tragedy on the way?/ Angel Goli
“We didn’t even have one case of objection towards the implementation of the light plan.” These are the words of Majid Mirahmadi, the Deputy Minister of Interior Security.
Not seeing the high volume of criticism and protest against the implementation of a rushed plan is happening while a significant portion of these criticisms are not from opposing political factions, but from the hearts of ordinary and religious people. Not seeing this level of protest is undoubtedly deliberate and planned, otherwise no justification can cover up this blindness; especially since the insistence and persistence to continue the plan must also be analyzed within this intentional circle and is not compatible with any sound mind.
In this note, we will describe and analyze how and with what possible goals we are witnessing the step-by-step implementation of this plan in order to achieve a completely probable outcome, and how a minority movement has no intention of setting the country on fire to reach its target points. This movement, using its advertising arms, including national media and social media outlets, is trying to justify the implementation of the plan; but not for the silent majority of the Iranian society, who only support and criticize the religious community. However, monitoring the non-governmental media and virtual space shows the failure of this propaganda.
From a legal perspective, many lawyers have criticized the plan and its implementation, considering it a violation of legal principles and rights. They have deemed the “Light Plan” as contrary to the 44th article of the Criminal Procedure Code and lacking legal necessity, and have labeled it as a violation of human rights and deprivation of individuals’ freedom. This group of lawyers, emphasizing the adherence to laws in the implementation of such plans and refraining from any type of pressure or punishment, do not see the “Light Plan” as meeting such conditions, and there is also ample evidence presented for this matter.
But why insist on implementing a plan that everyone, even its staunch defenders, knows what result it will lead to? This is while the criteria for hijab have also changed and things that were considered red lines for hijab in the past 10 years have now been set aside. It seems that this plan is more about achieving long-term and more important goals than satisfying the extremist supporters of a particular movement. Goals in which the issue of hijab is of the lowest importance, but today it can be a powerful tool for attacking opponents. Although this double-edged sword can also harm its wielder, not just one hand, but both hands! It will eventually exhaust and deplete the country’s resources. This may lead some to believe that in the future, the Basij forces will be used to enforce this plan, which would be far from rational and would have terrifying consequences (as we saw in 1401 [2022] in the streets).
The implementation of the “Noor Plan” or “Light Patrol” or whatever it is called, must be divided and analyzed into several parts. This plan, which is the result of pressure from the ultra-religious sects or the Shia Salafists, has been the subject of controversy and criticism since its inception and even before that – from the day it was designated by the police for implementation. Among the criticisms that arose at the beginning of the plan was the expectation that, given the practical execution of Iran’s air and missile attacks on Israel and the general focus on these operations within the country, the implementation of the “Noor Plan” would be delayed for a while. However, exactly at a time when all attention was focused on the unprecedented tensions between Iran and Israel, the police announced the start of the plan. As expected, this issue was met with a strong reaction in major cities and in practice, diverted public attention from the operations and the promise of a sincere response towards confronting women
On the other hand, this plan is another way of solving the problem; as it has been for the past forty-five years. If there is immodesty and lack of hijab in the country, isn’t the issue that at least a part of Iranian society does not believe in hijab and is not forced to change their beliefs through coercion and pressure?
In any case, the situation became so complicated that in order to justify it, they had to bring the matter to the streets and for this purpose, the commander of the Faraja began his provincial trips. From the military dress of some students in Qom to the tears of the commander in Mashhad and special gatherings in Isfahan and so on, it seemed more like a show of power than a demonstration of support and approval, but not for the people, rather for another specific group who happened to be in agreement. In any case, it seemed that with this confrontation, the situation would reach a balance, but the implementation of the plan continued.
The last reaction came from the Attorney General of the country, who, while supporting the crackdown on hijab, emphasized the implementation of the plan in accordance with regulations and stated that the executive guidelines for these regulations will be announced soon. This event had a clear meaning. In other words, as the executor of the plan, they must act within the framework. Of course, we must wait for the unveiling of the mentioned guidelines, but it seems that an effort has been made to create a barrier against the severity of the plan in order to reduce the predicted consequences. Although it seems that those who have given the order to implement the plan will not pay attention to any warnings or guidelines from anyone in order to achieve their desired results, and we must wait for other events; events like the zero-one of Shahrivar.
