Dynamic Cycle: The Impact of Transportation on the Glory of Tourism Industry/ Hassan Abbasi

The development of the tourism industry depends on a wide range of factors and parameters, and those activities that can create satisfaction for travelers through the expansion of amenities will have a direct impact on the growth and development of this industry. Transportation in the passenger road sector may be one of the most important areas that can play a crucial role in creating satisfaction for tourists by providing ease of access and reducing travel difficulties.

The period of wear and tear of passenger transportation vehicles is much shorter compared to other transportation sectors, as the lifespan, maintenance, and amenities of the vehicle are crucial factors for customer satisfaction in passenger transportation, unlike cargo transportation. Therefore, in order to achieve sustainable development in the tourism industry, creating financial facilities and providing appropriate funding from the government to maintain and update the vehicles will be one of the most important principles in planning for this matter.

Part Two: Government’s Responsibilities in Preserving and Maintaining Infrastructure and Transportation Roads and Creating Welfare Facilities through the Construction of Interchange Complexes, which can also be considered as Tourist Attractions.

The link between management departments at the intermediate levels of the two governing bodies, the Road and Transportation Organization and the Cultural Heritage and Tourism Organization, will be a turning point in planning to eliminate obstacles with the goal of improving the quality of satisfaction for travelers and tourists in Iran.

Training and educating specialized personnel in the passenger transportation sector is also one of the most important principles for achieving the stated goals of economic growth and development through the flourishing of the tourism industry. The presence of professional, disciplined and familiar drivers with regulations not only reduces risks but also increases the satisfaction of tourists during their trip. It should be noted that these drivers are, in a way, ambassadors introducing the country of Iran with thousands of tourist attractions to the world.

With a general look at the transportation situation on the roads in the passenger transportation sector in Iran and analyzing the level of private sector participation in the decisions made by government authorities in this sector, it can be observed that the existing deficiencies in this sector are apparently divided into two categories.

First of all, transportation of passengers in the road sector, which is under the supervision of the government, has practically failed to establish the necessary interaction with the tourism industry in the two subgroups of foreign and domestic tourists. On the other hand, there is almost no strong trade union as the voice of the industry that can obtain the necessary position for role-playing in the decisions made.

Currently, there is no code of conduct that emphasizes the importance of training human resources in the transportation sector (tourist passenger) and no activity to organize this sector, which would redefine the relationship between the two responsible organizations, namely the Road and Transportation Organization and the Cultural Heritage and Tourism Organization.

It should also be added that so far there has been no program for issuing a specialized work permit for personnel working in the transportation sector (tourist passenger).

This will result in, firstly, there being no official statistics and information on the existing or necessary capacities in the road transport sector (tourist passenger) for the development of the tourism industry, and secondly, the two responsible government agencies for cultural heritage and tourism on one hand, and the road and transportation organization in the passenger transport sector on the other hand, each acting separately and independently in their own domain.

Undoubtedly, development models in the tourism industry cannot be unaffected by the various laws and regulations set in place. Sometimes, restrictions resulting from these laws can have a direct impact on the growth and development, or even hinder the expected outcomes of this industry. For example, regulations such as the recognition of cars for official use or camping and facilitating investment and production in them can be considered as barriers to the expansion of the tourism industry.

It seems that with reforms in the passenger transportation office of the Road and Transportation Organization of the country – which is currently defined as a department within the responsible government agency – there should be efforts to establish a management section (for tourist passengers) in the relevant organization and plan for managing road transportation for tourist passengers, as well as creating necessary interactions and coordination between the rail, air, and sea sectors.

Undoubtedly, with this command, hearing the pleasant sound of the symphony from this market of merchants will not be a reasonable expectation.
