Clean energy is a substitute for fossil fuels and nuclear energy. It is a path that developed countries have been following for decades and in less than half a century, they will produce all their required energy through renewable sources. However, in Iran, the production and consumption of renewable energy, like other issues, is not only not a priority, but also not economically viable for the government due to its low profitability. Just as environmental issues are not a priority for the Islamic Republic, the production of clean energy has never been a concern. In this conversation with Behrouz Behzad, an environmental expert and member of the faculty at Shahid Beheshti University, we will examine the capacity for renewable energy production and the environment in Iran.

Clean energy is the future of the world. Any country or nation that equips itself with this energy sooner will be the winner in the future and will face fewer problems. The longer we wait to produce renewable energy, the more damage we will see. Therefore, despite the unfavorable environmental conditions, which are also a contributing factor, we must act quickly to accomplish this task.

Forty years ago, when I was working on a project with the Atomic Energy Organization, a young engineer there was studying the construction of solar panels. Today, our officials must be familiar with these topics. Without this information and familiarity, it becomes very difficult to work in these conditions. At that time, that young engineer was not supported and even though he was an employee of the organization, he resigned and went back to his village in Birjand, where he carried out this project on a smaller scale. The groundwork for this work has existed in the country for forty to fifty years, but it has not been supported. We must not waste time.

Production and utilization of clean energy should not be carried out through grandiose projects without proper evaluation and research, solely for the sake of publicity and advertising. Such projects require thorough research and studies, as fortunately, we have very good resources in solar, wind, and even ocean energy, which unfortunately are either misused or completely neglected like our other resources.

Hydropower energy primarily requires a dam in order to generate electricity with the created difference in levels. Currently, dams are being built without proper studies or consideration. I have participated in three dam construction studies. Each study took about two years to examine all conditions including water, soil, wildlife, geography, and land to determine the suitable location for the dam. After these studies were handed over to contractors, I came across one of these dams and saw that it was built about 150 kilometers higher than where the studies had shown. The same was true for two other cases. When I inquired about this, I did not receive a proper answer from the officials. Our officials consider not giving answers as the key to their success, but eventually I realized that powerful individuals present in the area, who had influence, changed the location of the dam in order to increase the value of their land. This issue is not important for the contractors as they are only after money.

The problem that became problematic in dam construction was the issue of unrelated interferences. Many of these dams have now reached the end of their lifespan and one of our major problems is the destruction of these dams. If we do not destroy these dams, they will destroy the environment. Currently, the sediment behind the dams is so high that no water remains behind them. The destruction of dams also requires studies, which unfortunately do not exist.

Currently, no. Dam construction is the easiest method of electricity production and we are used to seeking the easiest way without considering whether it is the right way or not. Considering the high rate of water evaporation in Iran, we can store a certain amount of water behind the dams. If it exceeds that amount, the evaporation rate increases to the point where it is not economically feasible. It also harms the environment. We have exhausted this capacity and there is no more space for building dams, collecting water, and producing hydroelectric power. Energy production through this method should be stopped and we should leave the rivers alone.

As far as I know, solar energy production does not harm the environment. Solar panels use photovoltaic cells to store solar energy in capacitors. These panels occupy an area of land and the land must be chosen in a way that does not interfere with important plant growth. Setting up solar panels only requires infrastructure, which may potentially harm the environment or create difficulties in accessing these facilities.

The topic of wind energy is different. We cannot generate wind energy everywhere and we need much larger facilities compared to solar energy. The traffic in these centers is very high. Apart from the damage that the facilities and traffic cause, the maintenance and repair costs of these facilities and turbines are high; for example, out of a hundred wind turbines, only a few of them are operational because it is not cost-effective to maintain and repair them.

Energy production from nature has many different forms. Some countries have been working in this field for years and are very advanced. The most important country in this regard is Israel, which has access to resources that even the United States has not been able to obtain. These energy production methods are not feasible for our country, which is at a very low level of science and expertise. We do not even have a phycologist in Iran. I am currently researching toxic algae that are found in some reservoirs behind dams and are harmful and dangerous to the ecosystem and water supply. They have caused significant damage, for example, in Canada, approximately four thousand cows died after drinking water contaminated with these algae. In this project, I have not been able to get help from any university or organization in Iran to identify and study these algae because there are no experts in this field. Therefore, we have no capabilities in this area. Studies on this subject should start as soon as possible because there are unique and abundant resources

On the other hand, two-thirds of our country is mountainous and we have many hilly areas. These areas are ideal for producing renewable energy; for example, before the revolution, a hydroelectric power plant was built in Siah Bisheh using the natural slope of the land and produced hydroelectricity. We can pursue these studies in universities.

Can launching and producing renewable energies help with the water crisis in Iran?

The water crisis in Iran is the result of mismanagement, misadministration, and lack of sufficient knowledge by officials over the past forty years. Gradually, these factors accumulated, joined hands, and created the water crisis. If we want to solve the water crisis, it will take at least half of this period, approximately twenty-five years, to achieve results. It is not possible to overcome the water crisis solely through specific structural actions. When a water table drops by seventy meters, it takes at least thirty years of water replenishment if the soil that holds the water is not destroyed and if there is no subsidence in that area. However, we currently have numerous subsidence in most areas of Iran, caused by the destruction of these water tables. This means that the cracks and gaps where water remains are emptied and the weight of the upper land binds the soil particles together. Many of these issues are irreversible. Given that the production and consumption of fossil fuels have significant economic benefits for the Islamic Republic and Iran’s economy is heavily reliant on oil, can renewable energy production be a viable alternative to fossil fuels in terms of economics?

“Production and development of clean energy is a long-term issue. If we start pursuing this matter from today and follow the right path, we can benefit from renewable energies in about twenty years. Currently, I do not see any motivation in the government to invest in a long-term project that takes at least twenty years, even though it would result in sustainable benefits.”

This issue depends on the thinking of our officials, how much they can justify issues based on science. I do not see this ability in these officials. They are so overwhelmed with daily problems that they do not have the opportunity to think about these issues, and even if they do find the opportunity, they cannot wait for the benefits to be realized in twenty years; therefore, this destructive cycle will continue.

Many governments around the world, such as Iran, are distant from the field of science and are not willing to justify scientific issues, instead they are pursuing quick and profitable projects.

Is producing clean energy better?

If we want to make an atomic bomb, let’s take a look at the factors.

Can it be a substitute for nuclear energy? Can we focus on producing clean energy instead of pursuing nuclear energy? Is it possible to imagine a future for the world or Iran where only renewable energy is used?

Clean energy is a substitute for nuclear energy and fossil fuels. In fifty years, Western Europe, America, or Canada will use 100% of their energy from this method, and other countries will have no choice but to follow suit in order to sustain their way of life. The production of renewable energy is not a choice based on current global conditions and planning, but rather a predetermined path. Scientific issues go beyond politics, and any political government that does not pay attention to its scientific foundations and capacities will ultimately harm itself. Powerful countries like America realized several years ago that they must move forward through knowledge-based activities, while unfortunately, countries like Iran that have not accepted this mindset have not been successful in any field.
