The occurrence of natural disasters, which sometimes turn into great tragedies, is an inevitable matter. As we have unfortunately witnessed in various provinces of our country, the recent floods have resulted in a great catastrophe and caused significant loss of life and property for our fellow citizens. However, the crucial point is the crisis management and how to deal with these natural disasters. Therefore, due to the importance of natural disasters and their impact on the world (due to the increasing interdependence of human societies around the world), international law has also imposed obligations on the governments involved in the disaster and other governments (assisting governments) to protect individuals.

Global warning about climate change and its devastating consequences.

Given the importance of the issue and its international dimensions, Antonio Guterres, the Secretary-General of the United Nations, emphasized in a high-level meeting on “Climate Change and Sustainable Development for All” the release of the new report by the World Meteorological Organization on the latest global climate change situation and its devastating consequences. He stressed that the increasing trend of natural disasters in various parts of the world is a warning for all countries that if they do not consider global solutions to address climate change and implement effective joint strategies, the global community will suffer even greater damages in the future.

In this regard, in 2016, the International Commission on Human Rights approved a plan entitled “Draft Plan for Supporting Individuals during Disasters”. This plan, consisting of 18 articles, addresses various issues related to supporting individuals during disasters. Among these, Article 3 of the draft defines the term “disaster” as a horrific event or a series of events that result in widespread loss of human life, or events that lead to suffering, serious human damage, widespread disappearance, or extensive material or environmental damage – which seriously disrupts the functioning of society. According to Article 9 of the mentioned draft, each government must take appropriate measures, including the establishment of laws and regulations, to prevent, reduce, and prepare for natural disasters and the risks associated with them. This article states in its second paragraph: “Measures that require reducing the risk of disaster include risk assessment, collection and dissemination of information related to past damages, and the establishment and operation of warning systems.”

It is hoped that a new generation of leaders in our country will show more determination in improving the quality of managing disasters that threaten the lives and property of people. They should use the teachings and experiences gained from our country and other countries to improve the situation and prevent similar disasters in the future, at various levels of legislation and execution. The people should also promote and demand the basic principles of dealing with crises and natural disasters, so that we can witness a fundamental and great transformation in crisis management in our country. Instead of trial and error in dealing with natural disasters, we should benefit from methods derived from experience and knowledge.
