Perhaps it can be said that the most necessary action that must be taken for a homeless person or a community of these individuals is to recognize the right to life and citizenship, exactly like other citizens. Homeless and cardboard box dwellers, just like a normal human being and citizen, must have many other rights, including the right to shelter and proper nutrition, as well as the right to education and, of course, the right to have a family and children.
The attitude that believes in sterilizing the homeless to prevent the damages caused by the phenomenon of homelessness is condemned because it seems to view this population as an excess or even dirty stains on the body of a unified and smooth society that must be removed and eliminated.
The crisis of cardboard beds in Iran is widespread. Studies show that based on official statistics, we have only about 15,000 cardboard beds in Tehran. If you believe that the actual numbers are much higher than this, I have no disagreement with you.
On the other hand, addiction and poverty have been identified as two important factors in the emergence of the phenomenon of cardboard sleeping. For example, in this city of Tehran, about 80% of cardboard beds are occupied by addicts. This issue shows that in order to meet their needs such as shelter, food, and suitable clothing, attention must also be paid to their addiction in providing emergency services.
Placing disposable syringes at disposal is one of the most urgent needs to prevent the transmission of HIV. The handling of this issue has recently been addressed by the Deputy Minister of Health, after years of the phenomenon of cardboard sleeping and its spread, on how to provide services to cardboard sleepers, according to the orders of the country’s authorities. They were identified and collected in Tehran since last December and it has been decided that the municipality will establish centers to provide food and clothing to them, and at the same time, the Ministry of Health has taken on the responsibility of educating and providing health services to them. It is not clear how much of this duty has been carried out. These services have only been established recently and only in the capital.
However, in the absence of an efficient government, these active civil institutions are working in the field of social harms and should take on the role of providing clean syringes to addicted cardboard sleepers; this requires a proper understanding of society from the addict and establishing a proper relationship with them.
On the other hand, we are faced with a forced success in regards to temporary cardboard shelters in Iran: a success that has, of course, been minimally utilized so far. According to the latest statistics, there are about 72,000 mosques in Iran. This means that for every thousand people, there is one mosque in the country. The city of Tehran alone has 1,941 mosques. This is while in the same city of Tehran, there are only 4 permanent shelters for the homeless. Although with the large volume of cardboard shelters, it cannot be hoped that all of them can find shelter in mosques, a considerable portion can be accommodated – at least during the cold season and in situations where the government is unable to create new facilities – in these religious places. However, this possibility has not been put into practice yet, due to the biased tastes and vague justifications of the officials.
Women in cardboard beds; Double crisis
On the other hand, all the factors that lead men towards addiction are multiplied when it comes to women; out of 15,000 homeless people in Tehran, 15% are women. This means that if unemployment and lack of economic power are among the factors that drive men towards addiction, a very important point to consider for women is that they have less employment opportunities in our society and are usually under the care of their father or husband. Now, if for some reason they lose these two financial supporters and their mother, as a female head of household, does not have the power to provide for her children, the woman will suffer from various damages in order to meet her needs. These family conditions and lack of financial support actually motivate women in cardboard beds to leave addiction and return to a normal life. Therefore, even many women in cardboard beds, after quitting addiction, have returned to their cardboard bed lifestyle because they did not have suitable family and job conditions.
About Emergency Solutions for Helping Women Cardboard Sleepers: The same solutions that can be considered for male cardboard sleepers can also be practical for them. However, the combination of “addicted female cardboard sleeper” is faced with various insults and curses in our society, making it extremely difficult to provide services for her, both for the general public and for civil institutions. As a result, many active institutions in this field have been forced to leave the scene due to these problems.
