
Explosion in Bandar Rajaei, safety absence in the heart of the incident/ Sara Ghanavati
In the past weeks, one of the main ports of the country suffered heavy consequences. On April 26, 2025, a terrible explosion occurred in the container area of Bandar-e-Jask port, which according to the latest reports, resulted in the death of over 50 people and injuries of more than 1000 people. The source of the explosion was declared to be containers containing hazardous chemicals. The intensity of the explosion was such that the roofs of some administrative buildings collapsed and nearby vehicles were seriously damaged. Some bodies were unidentifiable due to the severity of the incident and some of the missing individuals have yet to be identified. The consequences of this incident are much more extensive than what can be put into writing.
Nowadays, human resources are the most valuable factor in production and the most important capital of an organization, and they create the human capabilities of every organization. Therefore, the first question that arises after such incidents is whether the key elements of the HSE management system were observed in that environment or not?
HSE (Health, Safety & Environment) is an abbreviation for the phrase Health, Safety & Environment, which in technical terms has been converted to HSE. Its goal is to protect personnel from risks present in the workplace to the extent possible. One of the most important goals of implementing HSE in work environments is to provide an intelligent method for preventing accidents and offering appropriate solutions in dealing with problems. If managers establish this important field in a continuous and efficient manner in the work system, the number of fatal and environmental damages will be greatly reduced, and compensating for them will be easier and more manageable. In the Bandar Abbas incident, it should be seen whether there was control and dissemination of safety documents regarding the mentioned containers or not. If the answer is yes, how are these documents recorded in the system so that they can be monitored and tracked? As HSE (Health, Safety, and Environment) is a managerial necessity, not an optional choice, learning and training it in organizations is very important and essential. Keeping the executive teams, especially the workers, informed and trained to always be prepared and have high skills in case of an incident, is another necessity that senior managers must properly fulfill in order to maintain and sustain the organization. Furthermore, employees must be worthy of continuous inspection and control, be trained, and companies should consider this as part of their organizational priorities.
During the occurrence of an accident, in addition to physical and mental injuries, environmental damages are among the factors that create a very heavy negative burden. In the Bandar Abbas incident, the explosion of containers caused terrible pollution that will lead to environmental problems. Surely, the destruction of ecosystems will cause long-term damages to the natural resources of that region. Inhaling toxic gases not only endangered the lives of living beings, but also delayed the search for the missing and injured. In addition, the release of toxic gases from the site of the incident caused extensive damage to the city center.
What is clear is that the tragic incident in Bandar Abbas was not caused by the negligence of some employees and officials, but rather a series of factors that contributed to such disasters. Failure to comply with HSE regulations was likely one of these factors.
