
The right to leisure time in human rights documents and its absence in Iranian legal laws / Mehran Mosadeghnia

The concept of leisure time and recreation.
Leisure time can be considered the most important opportunity and hours in human life, as it is during leisure time that a person can do what they enjoy, rediscover their main personality, and express it. As a result, their abilities are often showcased during leisure activities, which are so important that they are referred to as a cultural ritual.
The concept of leisure time has always been examined from a cultural and social perspective, while in fact, leisure time is one of the main components of human rights and citizenship, as emphasized in the Universal Declaration of Human Rights.
Leisure time falls under the realm of natural laws and is one of the fundamental rights of human beings. Unfortunately, it has never been considered in the Iranian constitution, even though it is an essential part of citizens’ basic rights, as it is a crucial indicator of a happy life and falls within the framework of human rights.

Article 24 of the Universal Declaration of Human Rights states: “Everyone has the right to rest and leisure, including reasonable limitation of working hours and periodic holidays with pay.”
A dignified and suitable life, which includes housing, nutrition, clothing, public and social services, is the right of every citizen, and the government should not be a competitor to its people, but rather a provider of their basic needs.
Article 12 of the Constitution of the Islamic Republic of Iran emphasizes the need for a just and fair economic system to promote welfare, eliminate poverty, and address any deprivation in the areas of nutrition, housing, employment, healthcare, social security, rest, and leisure.
Article 15 of the Constitution also recommends the development and strengthening of Islamic brotherhood and public cooperation among all people.
Article 22 of the Constitution states that “the dignity, life, property, rights, housing, and occupation of individuals are inviolable, except in cases where the law permits.”
