“By the pen of Ahmad Fa’al, a researcher and analyst of theoretical issues in politics and sociology, was published in 1403. The author has written this book based on his experiences in the fields of management, oil industry, and political sociology. His first experience relates to his undergraduate studies in management, which helped the author to add his experience and research to the text by understanding the relationships between management and the bureaucratic system in Iran. His second experience is 34 years of service in various departments of the country’s largest industrial and administrative system, namely the oil industry. Finally, the author’s third experience is his expertise and profession after his undergraduate studies in political science and political sociology, which has provided him with the opportunity to present his sociological perspective on the management system in a comprehensive collection. The study of this book presents a general perspective on the system of monarchy in Iran from the time of the Achaemenid Empire to the present day and its impact on Iranian society. In one part of the book, we read: “In the history of Iran, from the time of the Achaemenid Empire to the present, the system of monarchy has been one of the pillars of political power. The Achaemenid government formed one of the strongest monarchies in the world at the time. The army was considered a part of this monarchy. This government was able to transform political power into a great empire through the system of monarchy. Since then, the government has had control over all affairs. The economy, culture, and social life of Iranians continued to thrive under the influence of political power. One of the important topics addressed in the book is that the aristocrats, or the nobility, continued their way of life in the feudal system when they saw their position stabilized. This process did not mean that the nobility entered the bureaucratic system with a predetermined plan and awareness, but rather the necessity of preserving the feudal system against the centralized and pervasive power of the kings led to a part of the nobility being appointed as agents in the political apparatus, serving as secretaries and judges.
One of the topics that is addressed in this book is the issue of corruption in the country’s administrative system and the expansion of corruption in the judicial system. The author writes about this as follows: “The influence of the aristocracy, both in the landowners’ assembly and in the intellectual assembly, was considered one of the main factors of inefficiency in the judicial system. The spread of administrative corruption is dependent on various factors and cannot be solely attributed to the existence and influence of the ruling class. However, the presence of aristocratic managers, whose most important characteristic is their affiliation with centers of political power, is considered one of the main factors of inefficiency in the judicial system. (The role of these factors is discussed in the book) However, these factors could not have a place in the country’s administrative system without a way of thinking that was advocated by the aristocracy. In conclusion, it should be noted that this book is the result of three experiences and the author regrets not combining these experiences in explaining the origins of corruption and the managerial role that is the product of aristocracy. Therefore, it is recommended for students and researchers in the fields of management, sociology, political science, or those interested in these areas to study it from this perspective.
