
Environmental damages of transferring the capital to underdeveloped areas/ Masoud Lahout
Regardless of the fact that the transfer of the capital to Makran, which has recently become a topic of discussion, is environmentally friendly and in accordance with the country’s top documents – especially the Land Development document – or not, the proposal for such an important matter, meaning the necessity of transferring the capital to another location and providing a solution for it, namely the transfer to Makran in a fraction of a second, which requires months and even years of study, research, and expert work, is in itself a well-documented proof that the process of proposing, examining, and ultimately solving the issue in the country is a completely trivial matter.
In order to distance ourselves from this entrenched corruption in the decision-making and bureaucratic system of the country, in the first step, this statement should be raised as an issue and a necessity, and relevant organizations should be responsible for investigating this matter – as studies may have been conducted in this area in the past – and all social, economic, cultural, political, and security aspects should be taken into consideration. Even the necessity of creating a platform for conducting a survey on three expert and final options is felt as one of the most important and symbolic issues of the government and the people of the great land of Iran, because the participation of the general public in giving spiritual legitimacy to the capital, as the cabinet of the country’s politicians, if not more important than expert work, is certainly not less important.
In the next step, we must ensure that whether the transfer of the capital from Tehran to another destination, such as Makran, which has been neglected by most experts and analyses that the writer has had access to so far, can create a significant change in the pressure on the accumulated resources of Tehran’s microclimate? Because achieving this requires reverse and noticeable migration from Tehran to other cities, including the new capital of the country, which may seem far-fetched for years and even decades due to the human attachment to the accumulated life in this city.
So we realized that the transfer of the capital from Tehran to another destination in the short and medium term will not have any environmental advantages for the old capital of the country, or at least so far no incentives have been considered or explained to the public. However, the environmental aspects of this matter for the destination are somewhat different. Despite common beliefs, Makran, as one of the most pristine geographical areas of the country, is a repository of many valuable species of flora and fauna, and only the construction of access roads to surrounding cities, if Makran is ultimately chosen as the capital, will have a bitter and dark scenario of fragmentation of the habitat for the nature of this region. Apart from the necessity of energy supply, the necessity of water transfer and pollution of water, soil and air in the new capital will be an unfavorable choice that will have long-term effects on the environment of this region. Inevitable industrial loads can also be destructive to nature and the environmental indicators on the verge of destruction
Undoubtedly, before any warning or expression of opinion about the transfer of the capital, which despite the existence of weaknesses, can also be imagined with the intensification of the discussion, the issues that must be judged and arbitrated by experts, the compatibility or incompatibility of any possible response with the documents of the development of the land, which can demonstrate the level of capacity of that land for decades and even centuries to come for the loading of a civilization in the great country of Iran. The next solution, which is also being offered informally in many other countries, is the division and separation of government responsibilities in the economic sector with different parts of the administrative-political system of the country and the creation of two economic and political capitals, the main advantage of which is the non-accumulation of very extensive biological needs in a very small and limited place.
This division of labor in a vast country like Iran can also have other advantages, and certainly includes environmental advantages and indicators, but the fact that issues of this importance are reduced to a common description of the height and beauty of Makran’s mountains makes it practically impossible to accurately and professionally examine any environmental indicators.
