1) It is obvious that failure to comply with any of the regulations of this standard is equivalent to not adhering to the regulations mentioned in Article 616 of the Islamic Penal Code – Ta’zirat, approved in 1996.
2) In this case, based on this law, the officials of the Ministry of Education are criminally responsible for the death of two girls in this incident and, in addition to paying compensation, they must be sentenced to one to three years in prison.
There is no doubt that the relevant officials are also criminally responsible for the injuries sustained by other girls.
The lack of trial and punishment of the officials of education in this incident and previous cases provides the ground for the revelation of two realities. First, the lack of understanding of responsibility in protecting the health and hygiene of students, and second, living under the shadow of the Islamic legal system, where women are only half of men.
