Book Introduction: Comparative Study of Disability Rights in the Field of Employment

Peace Line – In recent years, significant progress has been made in providing appropriate services to people with disabilities around the world compared to the past, and it is clear that there have been differences in their lives compared to previous decades, both mentally and physically. However, despite all of this, a vast majority of them still struggle with poverty in their lives.

The book “Comparative Study of Disability Rights in the Field of Employment”, which is introduced on the occasion of International Day of Persons with Disabilities (December 3), is made available to readers of the Peace Line. Emphasizing the need to eliminate discrimination against persons with disabilities, the author considers creating opportunities for their employment as one of their most important needs for achieving excellence. In this book, the author discusses the definition of disability and a disabled person in the domestic laws of countries such as the United States, England, and Iran, and presents solutions such as raising awareness and changing attitudes of individuals and society towards the abilities of persons with disabilities, adapting urban environments, adapting work environments, and adapting occupations to the conditions of individuals.

In Iran, empowering people with disabilities, which is a step towards their employment, is one of the responsibilities of the Welfare Organization. The right to employment for people with disabilities in the country is 3%. Article 7 of the Comprehensive Law for the Protection of Persons with Disabilities states that the government is obliged to provide facilities, such as allocating at least 3% of employment permits (official, contractual, labor) of government and public institutions, including ministries, companies, and institutions, public and revolutionary institutions, and other institutions that use the country’s public budget, to qualified individuals with disabilities. It also states that the government should provide financial facilities for self-employment (allocated funds) to people with disabilities, as specified in the annual budget laws.

Mohammad Ali Faraji, the author of the aforementioned book, has stated in a section of the preface: “Employment is a necessary aspect of human life; as the sustainability and survival of society and the life of each individual requires work and activity. Employment not only provides for livelihood, but also creates respect, self-confidence, health, and strengthens the spirit. However, employment plays an even greater role in the life of a disabled individual. It enables them to feel proud and capable, and they have a fundamental role in their independence and social integration. In this study, the right to employment is examined through the Convention on the Rights of Persons with Disabilities, as well as Iran’s domestic laws and regulations, and Iran’s supportive policies in light of existing laws, especially the Comprehensive Law on the Protection of the Rights of Persons with Disabilities, are analyzed. In addition to examining the barriers to employment for disabled individuals, appropriate solutions are presented to eliminate discrimination in this area.”

This book consists of 3 sections, each of which has allocated 2 chapters. In the first section, titled “Overview”, you will read two chapters on “History and Definition of Disability and Disabled Individuals” and “Discrimination and its Types”. The second section, titled “Disability and Employment Discrimination”, includes two chapters on “The Position of the Principle of Non-Discrimination in International Documents” and “Domestic Laws of Countries”. The third and final section of the book, titled “Implementing the Principle of Non-Discrimination; Barriers-Solutions”, concludes the book with two chapters on “Barriers to Employment for Disabled Individuals” and “Solutions”.
