Conclusion

Given the increasing need of countries to utilize land resources, including fossil fuels, renewable energies, and nuclear energy, new discussions have emerged regarding the rights and responsibilities of countries in the path of development and how to utilize these resources. This requires extensive scientific studies and research. In order to achieve this goal, development is viewed as a systemic approach in which the main elements, people, resources, and land, are considered and their optimal combination, based on participation and within a suitable social, economic, and spatial structure, will lead to development. In order to reach a desirable development model or proper use of resources and opportunities and their fair distribution, the participation of people as the main and central factor is considered, which is responsible for the integration and combination of the main elements in the process of development and putting them into action. Therefore, people’s participation, alongside proper government management in the utilization of land resources, should be given attention as the main factor in combining these elements.
