The right to education has been subject to various events in the past forty years. What is explicitly stated in the law is that the government is obligated to provide necessary facilities for all individuals in all levels of education. There is no mention of gender, religious beliefs, or political views. This matter is so unquestionable that even convicts and prisoners cannot be deprived of it. However, in practice, something else has happened. From the beginning and after the victory of the revolution, the Cultural Revolution Council, as a parallel and extralegal institution, took action by shutting down universities and expelling and depriving many individuals. This trend continued even during the time of Mahmoud Ahmadinejad. He appointed individuals as university presidents who sometimes did not even have a university education and were only there to suppress universities. Of course, it was not far-fetched to have such university presidents among the ministers he chose.
