One of the most fundamental rights of citizens in any society is the right to life and safety. Therefore, it is necessary for governments to be committed to a preventive and precautionary approach in natural disasters and crises, using their maximum capacity to ensure these rights and support their people after such events, striving for their return to normal life and compensating for damages. When a government does not prioritize the safety of its people, the conditions for the people will always be more chaotic, and they will be subject to the rule of incompetent rulers, having to sacrifice their lives and property due to their inefficiency. In an era where many governments have changed their nature and have been brought down from a sacred and unquestionable level to an equal level with citizens, acting as servants rather than rulers, the trend of centralization and taking control of forces and resources has created the conditions for exacerbating crises in Iran.
