Here, in the country of Iran, under the rule of the Islamic Republic system, it has been close to half a century that under the shadow of chaos and turmoil, religious institutions, organizations, and non-profit and autonomous organizations have formed and are operating, acting unlawfully and seizing parts of national and public assets, causing wealth and prosperity to be disrupted. Sometimes they collude with global cartels and trusts, challenging the laws and rights of the people in the country. Regarding these new and unprecedented organizations and institutions that have no precedent in the world, it can be said that they are dictators, not the kind we have known so far.
The Hajj and Endowments Organization, the Benefactors Foundation, the Eight-Point Imam Command Foundation, the 15 Khordad Foundation, the Martyrs Foundation, the Relief Committee, the Eight Thousand Imams and Imamzadehs, the Mausoleum of Imam Khomeini, the Holy Shrine of Imam Reza, the Revolutionary Guards, and many other institutions and organizations are all part of the vast network of organizations that receive annual funding from the country’s public budget. They are owners of immense wealth and enormous incomes, and they continuously increase their power, wealth, and legendary incomes without paying the slightest attention to the laws and rights of the people or essential elements such as security, social justice, environment, health, etc. They are involved in all political, economic, social, and legal affairs throughout the country and have also influenced other government agencies and institutions, leading them astray.
Our intention in this writing is not to address the performance of this institution and autonomous organizations; although there may be brief references to them in some parts of the text and their names may be mentioned, our ultimate goal in this writing is to discuss the methods and ways of functioning of administrations and organizations such as the municipality, water and sewage organization, cultural heritage and tourism, etc. which should ideally operate under the banner of national law. However, it seems that these administrations and organizations are also subject to the influence of these institutions and, using the current chaotic situation, they are trying to establish their position in a common form, leading them astray and causing this society and its people to pay a heavy price for it.
In the governmental system of the Islamic Republic, which unfortunately is plagued by chaos and corruption, dozens of institutions, companies, organizations, and administrations have been established under the authority of powerful rulers who have taken over the city.
These rulers, who have been in power for almost half a century, have added to the chaos and turmoil in the country. They have now extended their shadow of corruption and mafia over the lives, possessions, and souls of the people as owners of power and wealth, and have institutionalized corruption, rent-seeking, and extortion in the country. Their actions have led to a crisis of identity, injustice, class divisions, poverty, corruption, despair, and more for the city and its citizens, and they are heading towards a destructive fate and ultimately towards downfall.
These rulers, with their open and hidden, strange and unusual activities, have taken control of a large and notable part of the city and have declared it their own territory. While they exploit the rights and privileges of the citizens, they do not consider the slightest right for the people in any field, especially in regards to citizenship and natural rights.
The rulers who each have their own claim to righteousness and are after their own interests and the constant expansion of their power and wealth, and act independently without considering the consequences and effects of their actions on the lives and mental well-being of citizens, and on society and civilization as a whole, and do not think about the damaging consequences of their actions, have caused years of suffering and chaos and turmoil to be imposed on society, and it is this society that has suffered heavy consequences and incurred irreparable financial and psychological losses. Evidence shows that unfortunately, the actions of these rulers continue to dominate all aspects of the material and spiritual affairs of the people, and they seek to completely destroy the lives of the people.
These rulers each exercise their power in their own way and use illegal methods, especially gaining large profits, to achieve their specific goals. They also create laws to seize the properties of others for themselves and sometimes have armed forces at their disposal. They are dependent on government movements or obtain their power from hidden and behind-the-scenes sources.
“What cannot be hidden and is clearly evident, are the destructive and unjust effects of these rulers who have spread chaos and injustice in society, and have taken the collapse of people’s livelihoods as a sign. The abundant reasons for the functioning of these institutions, their immense wealth and legendary incomes, are the foundations of the social and moral system that have also weakened and destabilized other offices, institutions, and overall lawmakers, causing negative and destructive consequences.”
The rulers who have amassed immense wealth for themselves and are accountable to no one, and who give and take as they please, using various excuses to seize the people’s properties and assets, and are exempt from paying taxes. These rulers, some of whom are involved in world cartels and trusts, show no mercy and greedily engage in land grabbing, mountain grabbing, street grabbing, forest and desert grabbing, etc. They expand their control every day in different parts of the city, villages, mountains, and plains, without considering the rights of the people or any notion of social, civil, or legal order.
On the other hand, the intensity and severity of the activities of these rulers, who are constantly in conflict and competition for their own interests, have reached a point where they now interfere and take control of all aspects of people’s lives and possessions, causing darkness and misery for the entire society.
The actions of these rulers and their corrupt nature have caused prosperity and security in society to be greatly threatened and accompanied by unpleasant consequences. These institutions, with the power and resources they possess and will acquire, can exert more power and accumulate wealth, and each can play a major role in disrupting social order and undermining the efforts of citizens; a role and performance that is detrimental and destructive to society. Although some of these rulers may have a superficial appearance of legality, each one is considered a powerful and wealthy mafia in creating chaos, oppression, and destroying justice and fairness.
The custodian of the Holy Shrine of Imam Reza or the company “Qadsiyaran” in Khorasan Razavi province, which owns ninety-five percent of the urban and rural lands in that province, is a prominent example of these despotic rulers who have made Khorasan province self-governing and self-administered under the management of the custodian of the Holy Shrine.
Some other rulers or institutions and organizations of this kind include the Foundation of Benefactors, the Eight-Point Command Institution of the Imam, the Hajj and Endowments Organization, and Charity Affairs, which in Kermanshah consider themselves the owners of eighty percent of all properties and lands in the city and its outskirts, and day by day add to their possessions by invalidating people’s ownership documents, and so on.
Our intention and goal in this writing is not to address any of these dictators, foundations, and organizations that are themselves the main founders of chaos, lawlessness, and violation of the most basic rights and freedoms of the people; because addressing them is currently impossible and is considered crossing the red lines of the ruling leaders, and no institution or entity, even legal and governmental organizations, have the right to investigate, examine, and prepare reports on these institutions and organizations that are under the supervision of the ruling leadership and are exempt from taxes.
Our goal here is to address the performance of institutions and organizations that, despite their legal appearance, in practice and under the shadow of this chaos, have gone astray and, by obeying these corrupt institutions that are the creators of the chaotic market, have also started the market of rent-seeking, corruption, and abuse, and have put people’s properties, well-being, security, and health at risk and deprived them of them, and have created the grounds for all kinds of corruption and rent-seeking within themselves.
This is while unfortunately, it is not possible to address the ambiguous and regrettable situation of these institutions and organizations in a transparent, statistical, and fundamental manner; because the managers and officials of these institutions and organizations are not willing to cooperate and provide accurate information to the media.
As mentioned, during these long years, these organizations and institutions have been autonomous and have exerted their influence on all social structures in cities and villages through their extra-legal actions, causing more chaos and destruction than ever before.
In search of the unscrupulous and illegal actions of these institutions and organizations over the years, now as you pass through the streets and alleys of Kermanshah, the architectural structure of the city and the houses and shops that exist or have recently been built catch your attention and raise questions. Various types of buildings whose construction methods make no sense and leave any sensible person wondering about the ownership and construction process, leaving them in awe and asking themselves how many floors this building with hundreds of residential units around it has, depriving them of light and other essential needs, and with its chaotic and unregulated structure reaching towards the sky, making it impossible to count the floors or estimate its area. How and based on which urban planning laws did they obtain permission to build in this location, or who is responsible for the destruction of this valuable land in the most expensive central area of the city for nearly half a century? Who is the owner of this illegal and unprincipled building on
The rulers and founders of this city are those who, in their shadow, have also disregarded regulations and caused chaos, and have expanded and extended the municipalities, water and sewage organizations, and so on.
And you will find a ruined land in the most expensive point of the city center, which used to be one of the biggest cinemas in the city. It was set on fire by revolutionaries during the revolution and confiscated. It was then given to the ownership of the Revolutionary Foundation, which later gave it to the Kayhan Institute. The Kayhan Institute then donated it to the Imam’s Eighth Command Foundation. For almost half a century, it has remained in ruins and neither the municipality nor the environment department nor any other organization has the right or courage to intervene. In this city, there are dozens and hundreds of stories like this that have tarnished and affected the economy, social relationships, health, and the face of the city.
And the story of those decaying buildings on the bridge of water and sewage, which have billions of dollars in value, one of which belongs to a influential and profit-seeking individual in the city, who neither the Water and Sewage Organization, nor the municipality, nor the judiciary have been able to prevent his illegal takeover. He has become the owner of billions of tomans through this means. The Water and Sewage Organization owns hundreds of properties throughout the city, and it is not clear what their intentions and goals have been for keeping these properties for years, without paying the slightest attention to the rights of citizens and the state of hygiene and security in the city. This action by the organization has disfigured and tarnished the city’s image. What is the purpose of the officials of the Water and Sewage Organization in keeping these empty lands throughout the city, each of which has become a safe haven for the growth of various diseases and the source of theft and insecurity in the city? While the
On the other hand, we witness the mysterious activities of the municipality and the actions of the members of the Kermanshah City Council, meaning representatives who have been arrested and prosecuted multiple times for corruption, bribery, and other crimes. They are seizing and destroying the decaying 1228 hectares of the city in such a way that it has become the cause of misery and displacement for thousands of citizens from their homes and neighborhoods. Meanwhile, others are profiting billions from this decaying area. How many destructive actions have taken place in the process of rebuilding the city, resulting in the destruction of the architectural structure and identity of the city? To the point that if an earthquake of less than 5 Richter or a flood were to occur, the world would witness unimaginable disasters in Kermanshah. This is because the most basic principles of modern architecture and urban planning have not been considered in the shadow of destruction, bribery, and corruption in urban development.
Over the years, the municipality has created numerous streets and alleys in the deteriorating fabric of the city that do not comply with any principles or standards and reveal disorder and betrayal. These actions have been carried out by the municipality with specific intentions and desires to build or change, causing some to benefit while forcing the majority to leave their homes and abandon their lives.
The municipality and members of the city council have neglected large areas of this old and overcrowded city for many years, causing difficulties for the residents of these neighborhoods. No building permits are given to the owners of these properties, and no solutions are recommended for the owners of these houses and shops in these areas. As a result, the owners of these properties have been wandering for years, and it seems that the city officials and council members are waiting for the 33% of the population of Kermanshah city who live in these old areas to either be buried under the rubble or give up their properties for free.
Manipulation of citizens’ property and ownership and creating a breeding ground for corruption, abuse, and rent-seeking does not end here. If you pass through “Modares” street, the most central and expensive street in Kermanshah city, you will see dozens of meters of setbacks in a part of this street, solely for the purpose of being able to bring a mosque from the narrow alleys of the old city to the main street and give it a value and price of hundreds of billions. Whether the main street of the city becomes crooked or hundreds of shopkeepers lose their livelihoods in this illegal and unethical process, it has no importance or significance for the decision-makers of this group. In this process, as mentioned, dozens of owners and shopkeepers who have spent their lives managing these shops have been deprived of their ownership, and now their shops and homes have become a chaotic part of the street, along with other cases that hurt the heart of any honorable person.
In another part of the city, on a street known as “Barzeh Damagh” which is one of the main streets of the city and has been planned for expansion for over half a century, the municipality has banned any construction or building activities on this street. However, today we see that new and large shops have been built all over this street, disregarding the expansion law and causing chaos. The owners of these new shops have been able to bypass the laws and carry out their work. Unfortunately, these are just a small part of the corrupt actions of some members of the city council and municipality who have colluded with these new shop owners and have disregarded all laws and rights of citizens and the municipality. We witness many problems and illegal activities that all citizens can see with their own eyes.
These problems and violations do not only pertain to the municipality and organizations such as water and sewage, but also extend to the entire city.
There are many other organizations and institutions such as the Hajj and Endowment Organization, which claims ownership of eighty percent of the city of Kermanshah, and dozens of other institutions and organizations that are all engaged in seizing the rights of the people, abusing the properties and assets of citizens, disrupting the order and discipline of the city and its residents, and causing chaos, lawlessness, and the violation of the most basic rights of citizens. They do not pay attention to anyone or anything and every day they continue to expand and increase corruption in the city through deceitful and illegal means.
The Hajj and Endowment Organization has been depriving citizens of their property rights for years by revoking ownership documents based on a bill passed in the first round of the Islamic Consultative Assembly, which is based on the law of revoking documents of sale of public properties, water and endowments. This action removes people’s ownership of their properties in cities and villages and, through one-sided complaints and special influence in the judicial system, increases its control over these properties under the pretext of endowments. It continuously invalidates citizens’ legal documents and removes property owners from their ownership, replacing them with tenants.
Among other organizations that violate the rights of citizens and are involved in violence and chaos in people’s properties, the Cultural Heritage and Tourism Organization can be mentioned. This organization has registered hundreds of properties in various parts of the city and villages as historical and national monuments and has deprived their owners of any income or possession rights, while for many years it has neither paid the owners for these possessions nor taken any action to prevent the destruction and deterioration of these properties, which have ruined the appearance of the city. Although citizens occasionally witness the seizure of these properties by certain individuals in the most expensive areas of the city, the root cause of this behavior and the neglect of registered monuments by the Cultural Heritage Organization is the result of both large-scale abuses of these properties in various forms on one hand, and the neglect and lack of maintenance of many of these properties, which have led to their destruction and loss of their historical and national value, and have become targets for exploitation and abuse by opportunistic individuals. The Cultural Heritage and Tourism Organization in many parts of the city has taken action to renovate or reconstruct and restore traditional markets and return them to their old Qajar style. This work is carried out by contractors, which in itself, in addition to costing billions of dollars each year, is a source of injustice and oppression for many citizens and deprives them of their rights, while on the other hand, it benefits a few. The renovation of covered markets, which in addition to large-scale abuses, raises many questions about maintaining order and law, health, security, environment, etc., without anyone being accountable. These renovations have led to the decline of some businesses and increased exploitation, as well as providing opportunities for various forms of illegal and unfair behavior and actions against people’s properties.
The fundamental problem of these institutions and organizations is the creation of a ground for corruption and lawlessness, ultimately harming the entire society.
