
Book Introduction: Elections in Iran
The book “Elections in Iran”, focusing on the laws and regulations of elections, has been written in four chapters by Ali Ahmadi and has been published in the market.
Although there are many studies on elections in Iran, researchers of fundamental and public rights have paid less attention to the subject on which this book is based – election laws and regulations – while the nature of such laws, in addition to being indicative of political and social developments, can also be transformative in the areas of structural and elite selection in politics and government.
In the first chapter of this book, the concept and criteria of elections have been discussed, based on the declaration of the Inter-Parliamentary Union regarding the criteria for free and fair elections, international human rights treaties, and constitutional criteria. The second chapter examines the evolution of election processes in different periods of parliament, changes in election laws, and the role of parties in elections.
Chapter three is related to the components of elections: the electoral system, election management, determination of electoral districts, election implementation; the rights of voters and their registration, civic education and information for voters, candidates, political parties and political organization, campaign activities and election expenses, voting, monitoring of voting and results, and finally, complaints and resolution of disputes. This section aims to demonstrate, to the extent possible, the shared principles and standards of elections and the criteria of the constitution and globally accepted norms.
In the final chapter, the essential elements proposed by rights as the basis of a democratic system based on the will of the people and the system that has been established on periodic, free and fair elections have been discussed and examined. However, it is necessary to pay attention to the fact that a type of electoral system should be created that is most suitable for realizing the will of the people within the cultural, historical and social framework of the country. This section (entitled “Election Vision”) generally summarizes the research and also identifies and suggests practical solutions.
It should be noted that holding free elections in a country is synonymous with democracy in its political literature. In relation to such elections, there are standard criteria and international charters, and ultimately public opinion and impartial observers are the ones who judge its acceptability.
