Book Introduction: Analytical and Practical Study of Iran’s Criminal Policy towards Smuggling Goods.

The book “Analytical and Applied Study of Iran’s Criminal Policy towards Smuggling Goods: In accordance with the latest legal amendments of 1383, including: Laws and regulations related to smuggling goods and currency” is written by Alireza Aghazadeh. He has also written four other books on legal issues with a focus on smuggling goods and also addressing border issues.

The mentioned book consists of two parts, “Investigating the Economic and Social Factors of Goods Smuggling” and “Explaining the Legal Aspects of the Smuggling Issue”, which can be studied separately.

In the introduction of this book, the author familiarizes the reader with theoretical issues and factors affecting the supply and distribution of smuggled goods, especially in border areas. Generally, the first section of this book can be classified as a collection of definitions of smuggling. In this book, in addition to discussing the history of smuggling, topics such as government policies and agencies responsible for combating smuggling, methods of fighting smuggling (including job creation, reducing profits of merchants, and advertising), examining smuggling in customs, and examining smuggling in the executive regulations of customs affairs are also observed.

The author attempts to discuss the influential factors on the supply and distribution of smuggled goods, such as differences in exchange rates, inflation, and deprivation in border areas, in this book and in its second section. He also understands the formation of the wave of smuggling to be due to the high quality of smuggled products and price differences. As he considers creating employment opportunities in border areas to be one of the main ways to combat smuggling, he identifies the lack of job opportunities and the growth of border deprivation as one of the major reasons for the emergence of “kolbari” (border porters) by the kolbars themselves.

This book, which is written with an emphasis on the laws of the Islamic Republic, can be useful and effective in understanding and being aware of the occupational problems in border areas, as well as the reasons for citizens in different cities of the country to buy products from border areas due to their high quality and reasonable prices. In addition to providing a summary of theoretical issues, the aforementioned book also addresses the practical situation of society in this regard and in the field of understanding the subject of smuggling, while providing information, it discusses management solutions and weaknesses. The author of this book, by placing the three sides of a triangle, namely “society”, “smugglers” and “government officials”, tries to examine the reasons for supply and demand in this relationship. Therefore, knowing the contents of this book will increase our understanding of market relationships and regulations, government and customers, and bring us closer to understanding the realities around us.
